I don't think that you have changed the parameter in the backend as you are still using 0.

icm/server_port_0  =  PROT=HTTP,PORT=80$$, TIMEOUT=300.

What user id you are using.

Have you activated these two services in sicf in the backend.

sap/bc/webdynpro

sap/bc/gui/sap/its/webgui
