Copy control wont work for you because copy control works before you create sale return, Once you have given billing number and clicked copy button and you are in create return screen copy control has finished its part and now if you change plant at this stage then how copy control will work 
Dont waste your time in cooy control and the only solution will be some userexit and modification.
