Hi Srinivas,

System does not check the preceeding operation for final operation status before starting confirming the suceeding operation since second operation can be started after partial confirmation of first operation. This is as per standard SAP functionality. As experts already suggested you need to add custom logic by using BAdi WORKORDER_CONFIRM.
