I'm taking a guess. Do you mean to say that a question that is Not answered by a Staff member (left blank) *does not show up on the report*?
In other words, do you wish to see all the questions and their answers being listed even if it means that a particular question wasn't answered?
CR should list everything in the database, unless you specifically instruct it to not return certain rows (via the Record Selection Formula). In this particular example, that would mean instructing CR to not return rows that have a NULL value or questions that the Staff member didn't answer.
What does the record selection formula look like at the moment?
